Job Description: Reporting to the Vice President for Financial Affairs, the Director of Human Resources combines the strategic and operational functions of Human Resources with the critical responsibilities and ensuring accuracy for developing and implementing human resources strategies, overseeing staffing, compensation, benefits, onboarding, performance management, training, and compliance to support organizational goals and foster a positive work environment. Supervise and provide various payroll and benefits for all employees of Northern Oklahoma College.
Duties/and or Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES include:
Supervise the Staff Assistant to Human Resources, the Payroll Officer, the Benefits Coordinator, and the Assistant Director of Human Resources and serve as backup.
Lead onboarding processes and performance management, and annual evaluations
Manage the Classification system, job descriptions/position updates, and exempt and non-exempt classification of employees.
Oversee disciplinary actions, grievances, and conflict resolution. Serve as primary contact for supervisors and employees.
Coordinate and oversee Human Resource information for myNOC and the Human Resource website, and serve as the primary contact.
Produce all appointment letters to employees.
Serve as the primary contact for all FMLA requests and processing.
Coordinate with VP for Financial Affairs concerning insurance consortium and employee and retirement benefit programs in conjunction with the assistant director and benefit coordinator. Attend monthly OKHEEI meetings, coordinate communication to employees with the OKHEEI insurance coordinator and Insurance Broker.
Analyze and interpret monthly publications and emails on employment regulations and distribute information to the department for compliance.
Responsible for accurately completing state and federal surveys and reports, including IPEDS, Faculty Salary Renumeration, and UDS.
Prepare fiscal year reports for auditors and pull information requested for the audit.
Responsible for printing and verifying W-2s and submitting the electronic file to the Social Security Administration.
Provide an electronic W-2 file to the Controller for submission to the Oklahoma Tax Commission
Verify the Service Award recipient’s spreadsheet and listing for the service pinning
Ensure accuracy of all federal and state reports submitted on behalf of Northern Oklahoma College.
Manage the Payroll and Personnel J1 software operating system and human resource areas.
Attend professional development pertaining to the J1operating system
Maintain a job manual for the position with regular updates to describe processes when substitutions are needed.
All other duties as assigned
Minimum Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The Director must preserve the confidentiality of privileged and sensitive information, use independent judgment. At the same time, perform job responsibilities, and establish and maintain cooperative working relationships with those contacted in the course of work. Accuracy, accountability, team player, strong organizational and management skills, public speaking, relationship management, excellent oral and written communication skills, and proven ability in accounting skills are essential. Must be able to work under pressure, problem solve, meet flexible deadlines, set priorities, and maintain professionalism when dealing with individuals. A demonstrated ability to write and speak effectively, and proficiency in Microsoft Word and Excel software applications are required. The individual must possess skills to work effectively with supervisors and department chairs. Subject to satisfactory Fair Credit Reporting Act Disclosure, which includes a criminal background check.
